At present there is no funding in the draft budget for the promised new opening of the Regency Hotel. I have a rough copy of the draft budget with me and it indicates that there is a £5.6m gap in the management budget for the coming year. This gap could have been filled by extending the agreement for the building of the Regency Hotel by another year, if indeed such a decision had been made by the council. I would expect to see some of the money to be made available from cuts in some other parts of the budget. I also note that it is still expected that there will be a £17m payment for the new water main between the Park and the O2 Arena. A large part of this is forecast to be made by cutting investment in schools and libraries.
The £5.6m for the Regency Hotel comes from the £2.2m contingency built into the lease of the Regency Hotel. This £5.6m covers the rent, accommodation costs and advertising costs, and could go a long way to helping to keep the Regency open. The £2.2m contingency is required because the lease was signed in the wake of the council signing a 10 year deal with the owners of the County Hotel. The original lease was for 15 years but on the insistence of the council the owners added a clause allowing them to terminate the lease at any time after 10 years if the council did not provide the money for the County Hotel expansion. It would seem that the owners have not taken advantage of this provision and I would think that at a time when the council is asking its residents for extra council tax there is no excuse for the owners not fulfilling their obligation to the council.
