The Obama administration increased federal funding for first-trimester abortions by an average of about 17 percent since 2010, providing abortions for nearly 81,000 women in the last three years, according to Guttmacher. Uses of first-trimester abortions Among the women receiving abortions and relying on Title X for immediate care and other resources, 83 percent were of reproductive age, not teenagers.
For example, the Guttmacher Institute found that more than 40 percent of young women in Medicaid who receive abortions receive the service directly from a Medicaid provider or clinic. It is those patients, not people who use other insurance, who would need to be included in the Center for Medicare and Medicaid Services data on Medicaid spending on abortions.
Overall, abortions have declined in the last three years. From a high of 30.6 abortions per 1,000 women aged 15 to 44 in 2009, the rate fell to 26 in 2013. The rate has fallen every year since at least 1992. Still, abortions remain more common than in most affluent countries.
Rates of unintended pregnancy have also declined during the last few years. The Guttmacher Institute said the sharp drop in the teen birth rate has been the main reason for the decline, although that shift doesn't fully explain the fall, since the number of abortions has continued to decline. d2c66b5586
